how PEC antenna radiates

If a dipole is PEC with conductivity = infinity, how does it radiate when the high conductivity of the PEC would attenuate the EM power since the EM power will be absorbed by the PEC material?

Same question applies to a patch antenna with a PEC patch material. What role does PEC play if it's an EM power attenuator?
