They are currently used in 10GHz & 24GHz bands for vechile tracking etc.
Continuous or gated modulated pulses are send & received. The doplar shift is measured & distance is calculated.
It requires rock steady oscillator.
PLL is also used sometimies in FMCW.
By saying Digital radar, do you mean radar in which digital information is modulated?
You can use this things because you know what you are sending & after receiving , you can check the pattern & can find information.
This kind of radar exists(In market as a product) & according to my knowledge they are used for space application.
