How does Eagle manage the component order ?

how does eagle manage the component order
i mean when i switch to board it places same components aside.
what is the best configuration for single sided PCBs

I usally put the IC in the center and the peripherials around it. Sometimes just by rotating one part you get better resaults. Then I do autorouting and when I don't like it I try again or manually connect some lines.
