This is a well known phenomena. I remember reading about it in a magazine from several decades ago. part of what is happening is that the friction of water against air creates a net charge on the water.

I understand about the nozzle friction creating charged particles. What I don't understand is how the cross arrangement of buckets and rings operates as a voltage multiplier!
