I have a signal that can be anywhere from .5 - 2 V pk-pk but at varying levels of DC offset (anywhere from 1 - 2 V). I want to just set the DC mean value of these signals to, say, 2.5V across the board.
a varying mean value? it seems ur signal has varying ac mean not dc mean.
Filter the signal using single pole high pass filter to remove the varying ac mean.
If I understand you correctly, just couple the signal through a capacitor and bias the output of the capacitor at 2.5V with a resistive bias network. The RC time-constant of the capacitor and the Thevenin resistance of the network must be large enough to pass your lowest frequency of interest.

So if I were to model this, it would be a capacitor followed by an ideal DC source at 2.5V? or a resistor divider where on the other side of the capacitor the voltage is 2.5V DC?
An ideal voltage source has zero impedance so the signal would be shorted to ground. You either need to add a resistor in series with the source or use a resistive divider to get the 2.5V.
