How do I create real looking Gauges in VB.NET 2008?

Hi there I'm new to this and a newbie really,I would really like for someone to point me in the right direction in actually setting the Visual Basic 2008 Express edition program and selecting the right templates,like WinForms or Class library or WPF ect to create the gauge from scratch?

So I hope someone can help me and also I would like to know which book/s are the best on VB.NET 2008 Graphics programming or GDI+ programming ?

This is not the right section for your question. Post is PC Programming section. Why you want to use VS 2008 Express. Try VS 2012 Express.
