How can I draw fs1/f0 vs alfa for SIR(stepped impedance resonator?

I wanna to draw this curve like below figure. How can I do?

 

I fear the meaning of the diagram is almost unclear.
 

In ADS program, I should find a way to draw this diagram
 

based on the reference alfa=teta2/(teta1+teta2)
I don't know what is fs1/f0 equ.? and I can't find relation between alfa and fs1/f0
