how can I design a LC meter with special test frequency?

I want to design a LC meter with special test frequency,not with free frequency,anyone can provide some idear?thanks advance!
 

Then you must tune capacitor up to resonance.
for Ranges you can switch fixed capacitors by relais and inside range use varicap....
