Holes tolerance marking for PCB

Hi everybody,
I would like to ask you what are you thinking about holes tolerances marking (for PCB).
For example. If I want hole with max. diameter 0,5mm and min. diameter 0.45mm I usually write it as 0,5 +0/-0,05.
But I saw too 0,5 +0/-0,5 (where -0,5 should meaning 10% from hole diameter). What do you think, is this marking correct? Is this marking used in some countries?
I think it isn't because of this should for hole with diameter 0-0,5 and not 0,45-0,5.
