High current limiter

LM317 can be used as a current regulator, but the max current is 1.5Amps. How can I increase this using a transistor. I need 3A current regulator with input 35 volts

Yes of course, but required Power loss demands adequate Thermal Design.

I suggest this 3A part. LM350

Voltage - Output	1.2 V ~ 33 V
Current - Output	3A

Note that the short circuit dissipation in the current limiter is 105W so you will need a very healthy heat sink unless the short circuit is only momentary.

How accurate does it need to be?
