[Help] USB not giving out 500mA + 5V!!!

I've connected the USB to a boost converter to increase the voltage to 12V BASED on the current from USB to drive a 12V component but its giving very little current... when it's at 5V it was only supplying 0.1A and when it's at 0.5A, it supplies very very low voltage...Why?

Am I missing a component?

The USB host provides 100mA of current to each port by default. It provides the full 500mA only when when the device informs the host via the enumeration process. It's all part of the USB specs.
 

How do I perform the enumeration process without using a programmable chip?

I find a lot of MAX chips but none are solder-able.
