You can go through the agilent oscilloscopes or HP oscilloscopes . go through their website and see their catalogs . the have good equipments . ( however i think a spectrum analyzer would be better choice ! )

FM is frequency modulation it does not say much about the frequency.
FM Radio ends at 108MHz, I thing sample rate 1GS/s is minimum today, the oscilloscope is more of bandwidth and memory size.
108MHz need bandwidth 200MHz minimum.
