Help on ISP for XC95108-PQ100

I want to design an ISP for XC95108 using 8051 as application note of Xilinx. But I don't know freq of TCK, I tried with 1MHz, but get mismatch TDO error. Please help me.

For Intel StrongARM SA1110 CPU TCK can be up to 10MHz, for Xilinx CLPD i don't now.
You can make Xilinx Parallel cable III, an mesure tck with osciloscope.
