Help on generate Good Interleaver or random number.

good interleaver

Is it anyone here know how to generate a good interleaver in MATLAB?

I know that it is a easy way to generate just by using rand(.) in Matlab. How about if I want to generate a very good random interleaver? Can I use different seed instead?If so, how i do i do it?Thx
 

good interleaver is based on application .
for example you have standards called "UMTS" which use block interleaver but increase the performance by terminating the two incoders.

Added after 2 minutes:

another interleaver is the Random which give a good performance for long frame.but for short frame the S-random interleaver give better performance
