You can connect a varactor diode at the crystal. You can apply your modulation to the varactor diode and it will move the crystal frequency(FM). You must set the loop bandwidth of the PLL to be lower than the lowest modulation frequency you wish to pass. That is the simplest way to make fm with a PLL.
