By mistake an ac to dc converter of 12 V has been used with a Philips VOIP841 base that takes only 5 V (or 7 V), which led to the telephone base not working. Is the whole mother board damaged or maybe there is just some "safety" circuit that has been damaged but that it can be replaced ?

The said scenario, may or maynot damage the expected components or the baords. Instead expecting members to guess about your possible problems in thin air, you may see it yourself. Guess the gadget belongs to you.
