[General] GSM Sleep Mode question

What is the difference in the following two modes?

1> GSM in sleep mode
2>GSM is on but not doing anything

Ofcourse, there is a differnce of power consumption but do they differ functionally also?

It's obvious from the lines itself,
GSM IDLE case but if you are using Battery powered application better you use the sleep modes,
Where in the sleep mode there are many parameters like Signals Searching and related processes
