gsm sim900a sim_vdd pin V=0 sim card not registred with network

in gsm sim900a, sim_vdd pin voltage is zero.sim card not registred with network.anyone help me

How you are checking sim_vdd ..?? i mean are you checking by inserting sim or with out sim card..??
