gsm sacch channel related issue.

in gsm sacch channel has been allotted half the number of frame as sdcch channels.
why is it so and is it fixed that in up link and down link there is a separation of 15 frame is it fix.
and can any one make me understand the mapping of logical channel with physical.
please help!!!!
