I’m working on a Mixed signal 4L PCB using this stack-up:
1L: Signal
2L: GND plane
3L: Power plane (split)
4L: Signal
As you see in the pic The board has two power sources, SMPS for analog and Linear for Digital.
1-Is it a good idea to extend the GND and Power plane under noisy SMPS circuits? Or Should I make this area copper-less in those layers?
2-What about the area under linear regulators?

you did not mention how many ground ?? i think in your design the following this there,
for analog circuit analog ground is there for digital the digital ground is should be there,right you have keep the digital ground for linear region because digital input power.
Single ground plane on layer 2, you know that the days of multiple grounds are gone. However it is splitted to two regions under analog and digital components with wise return path.
