Many apologies if this is the wrong place to ask this question, but I was wondering if anybody could help figure out what this (see picture...BAD picture) is? Circuit has a GAL16V8B chip, a seven pin socket connector (4, and 3) and was inserted on an old comm equipment mobo into a 24 pin socket parallel to a UV prom. Is this possibly a one time UV prom programmer interface?

Many thanks
