frequency dependent rlgc

Guru:

I need your comment on extracting
frequency dependent RLGC of Transmission line.
For instance, because of skin effect, the
resistance per-unit-length is a function of frequency.
so are the other three--L,G and C.
Finally, user should get a R(LGC) Vs. frequency plot
of a transmission line given the geometry and material
setup.

You opinions are welcome as but not limited by below:
Software comparison: accuracy & speed.
Algorithm or closed-form equation.

Hi;
I am doing the frequency dependent for grounding electrodes, It is similar the transmission line ,so I have some problems , but I would suggest to use the EMTP,ATP it is free software or you can use the Matlab. You have to find out the equations before using any software.
