If the signal shape is not very critical ( e.g. out of sinusoid ) use a simple chain of divider by using D-Type latches.Dividers generally work as divide-by-two but other compositions are possible.
you can use two chips 74HC390 that have 2 decade counters in each . from the chips use three decade counters in series leave the forth one .
if needed have a 74hc or 74ls buffer at the output or even a simple emitter follower would do, i suppose.
