the circuit for the easy downloader looks simple, but how come it uses a "pre-programmed" microcontroller to program another microcontroller?

its just like these:
q: what do you use to program a microcontroller?
a: a programmer
q: what makes up a programmer?
a: a microcontroller

???

you can use your friends programmer or you can spend some money and to program it by rented programmer.
but as i told you can use the above programmer that don't have any pre programmed micro and also can program the 28c** eeprom series.
