Hello,
I am interested in MIPI CSI-2. I saw that the voltage levels of low power and high speed mode are different. How is this set in the FPGA?

Short answer is: you can't. The IO voltage of an FPGA is basically fixed. You'll need some external circuitry to switch your voltage levels.
