The answer given by KlausST is correct. Is valid in general even if he related it to a voltage.

Fourier transform of y(t)=delta(t) is Y(f)=1. The function delta(t) means that y(t) is always zero except for t=0 where it is 1. Y(f)=1 means that Y(f) is alway 1 regardless to the frequency
In a dual way the Fourier transform of y(t)=1 is Y(f)=delta(f). y(t)=1 means that y(t) is alway 1 regardless to the time. The function delta(f) means that Y(f) is always zero except for f=0 where it is 1.

The point f=0 is usually called DC.
