Fluke megaohmmeter usage

Hi all,
I am using a FLUKE MegaOhmmeter to measure a the isolation of an isolation joint.
I want to know how does this device work to measure the resistance of the isolation joint (theory of work), I under stand it induces current and measures voltage throughwhich it calculates R. but what is TEST VOLTAGE used for??? I don't under stand.
PLZ help

You apparently didn't manage to read the manual?

1550B basic operation is by applying a selectable test voltage and measure the leak current.
