[PIC] Fixing broken configuration bits

Hi everyone. I'w working on a project with PIC16F628A. I've used a jdm programmer to program the chips with no problems. (I'm using Linux and a software called picpgm.) But recently it failed to program the configuration memory and the PIC is unusable. I mean I can't reprogram and if I put back to breadboard, it does nothing. The problem still exists with 3 other pics too. It's weekend. I can't buy new chips. Is there a way to fix my pics with incorrect config memory?

P.S. The config word red back by programmer is 0xE with all of my pics.
 

Programmers based on JDM circuit topology aims to be a cheap solution, but frequently have problems related to the wide voltage range expected on RS232 bus. The one I bought was unstable, frequently exhibiting writing error during programming, and I left it.
