filler cells is nothing but a empty cells.no logic will be there.if any gap is there between i/0 cells and pad in that time u can use the filler cells

Filler cells are employed to meet the continuity of nwell and pwell structures.

they are not logic cells.

FIller cells are used to keep the continuity between Nwell, PPlus, Nplus & Power Bus( Vdd & VSS).
