Filesystem recommendation - other than FAT16/32

I need to implement a simple filesystem on SD cards (<1GB) for a microcontroller (AVR32/ ARM) project. Because FAT is licensed by Microsoft now and I need to present the code, I thought of using another simple filesystem that can be recognized at least under Linux.

ext2 is a good option? And where i can find a specification/ tutorial about it?
The main condition is to be simple, no license, long file names and access rights are not necessary.
