Experts plz solve my led display problem (.at89s52 with keil C source code + proteus)

I like to build a Scrolling text to Led Dot Matrix display.

In my project im using At89s52 , 4094 shift register, 74hc154 decoder. now my problem is, in my city 74hc154 is out of market, so i want to change some source code for scanning led Row directly by Microcontroller I/O pin, coz my Led dot matrix has 16 Row , and at89s52 has 32 I/O pin. Can someone help me ?? I attached my project..

Its much easier to find a way to get the chip or learn how to make Programmabe chips.

More useful inputs may come if you can post the schematic as to what all it is.
If it is a matter of replacing the 74hc154 and getting the task done by micro-controller itself suggestions may come in.
