Exciting the on chip oscillator with signal generator

Dear All!

My crystal is not working on power on ... i am giving 12mhz and confused about the peak to peak voltage... can anybody give me the specifications that i should set on the signal generator to excite the on chip oscillator.The processor i am using is LPc2364.
