Ethernet UTP with 3G failover

I have to design a small monitoring system that is to send exception (alarm) data over Ethernet UTP.

If this Ethernet UTP connection fails for any reason I must detect this and send the same data via a 2G/3G connection.

Has anyone any idea as to where I might start with this project?
 

Aflex... thank you for the reply. I am designing the entire project including the monitor. CAT5 or better will be the UTP side, a standard Ethernet UTP connection.

The configuration of the monitoring system will also be my responsibility.

My problem is using a Ethernet UTP TCP/IP device to detect a failure and then revert back to a GSM solution.
