efuse blown out condition

My design uses efuse and I need some help from you masters:

My understanding is that efuse can be blown out if a large current spike passes through it (document said 10mA for 1ms). I'm wondering if it can still be blown out if a slightly lower current is passed through for a longer period? like a few mA? I want to use it as a rough timer such that it burns out after turning on for some time. Document said it blows out due to electromigration, so I guess it still works with a smaller current?

Yes, but it only said one blown out condition (10mA for 1ms). I'm wondering if a smaller current might still work for a longer period.
