You need modify Milkyway database as following list:
1.Mark your CEL views to the appropriate multi-height (cmMarkCellType)
2.Create .FRAM views of those .CEL views. (auExtractBlockagePinVia)
3.Create place and route boundary selecting "based on cell height" (auSetPRBdry)
4.Run cmSetMultiHeightProperty
