DRIVER USB to DOS

Hi to all
Anyone know were i can foud or make a driver USB for dos. I have and aplicattion for win3.1, but it runs in 98 and my client needs to print on usb printer and my aplication can`t see the printer.
I found a driver but it cost $10.000 it is much for me.
Please I need help
