Does skew or jitter come under uncertainty?

does skew come under uncertainty?what about jitter?
 

skew

skew is when two devices should get the same clock and one gets clock before the other,while the jitter is the uncertenity of the clock edge i.e. one device gets clock edge at t0 then the following edge at t0+T+delta and so on
