Does simulation in Pspice circuit dissipates heat ?

Does Pspice takes in to account heat dissipation across elements like resistors ?

Not usually. You can measure the power being dissipated in a device but most devices don't use that power to elevate the temperature - they aren't modelled that way. Some devices are but it is not common. Some devices allow you to set the temperature by a voltage input to the device e.g. some MOSFETs.
