Does break characters always come in a complete frame during IrDa receiving mode?

I'm currently working on AMBA compliant UART. It includes an infrared data association(IrDA). In IrDa receiving mode (normal or low power mode), when a break condition appears, does break characters always come in a complete frame, or can it happen partially?
