Every major electromagnetic text book that analyzes channel waveguides defines TE, TM, and TEM modes. The TE mode is defined as having Ez=0, the TM mode is defined as having Hz=0, and the TEM mode is defined as having both Ez=0 and Hz=0.
No textbook or paper that I have seen has ever justified why these terms can be set to zero. If you are currently taking a class in electromagnetics, challenge your instructor on this if you cover the topic.
