Digital to analog output voltage not changing?

Hi everyone

Attached is output section of a digital to analog circuit. It is supposed to give 0-10 V at the output as reference voltage. Potentiometers are supposed to adjust the output exactly in this range but non of them not affecting the output at all. I am not good in electronic circuits and need help with this. First of all I need to know how this output section is functioning and secondly why potentiometers have no effect on the output? If they should what might be the problem to consider first?

A DAC chip is more complicated to use than appearances lead us to believe.
First you'll need to learn how a single DAC works in a basic circuit.
Learn how to apply reference voltages, and manipulate gain, etc.

For the next step, you can combine it with the other IC's.

The potentiometers shown are just to correct the input voltage offset eror of the op amp, which is typically a few mV. They are not to correct for any gain errors in the circuit. The problem would seem to be with whoever designed the circuit.

What input data are you feeding the DAC ?
