i need a circuit suggestion that can detect ac and dc 24V input and produces a dc output. Can you suggest me anything? No optocoupler will be used.

You will also probably need a capacitor and discharge resistor. A single diode will suffice. If you need to interface to 5V you will also need some form of voltage limiting.

Ok, say i put a diode to the input what will be the peak voltage referenced to the circuit ground? Half of the 24Vac's peak?

A 24VAC signal normally means 24V RMS. That means you will get 34V peak so that is the voltage you will see, less a diode volts drop.
