In your question, the sense is missing.
At ~400 MHz, you can design your local oscillator for instance as a quartz-crystal driven oscillator and a multiplier to the desired frequency.
Or, you can use a VCO with the phase-locking circuit for it. To make a PLO as it is known, you must also make a quartz-crystal driven oscillator and a frequency multiplier, the VCO is then locked to a selected harmonic of the crystal frequency by using a phase detector to generate the tuning voltage for the VCO.

The PLO is used for a low phase noise but the first option is less difficult to make.
