difference between tech lef file and technology file

Difference between technology file and interconnect technology file

Can anyone explain the main diiference between technology file (tech.lef) and interconnect technology file (.ptf, .ict etc).

Both are having the Metal Layer details.

interconnect technology file is having RC values of Layers and technology file is is also having a lot of details regarding Metal Layers.

But i didnt get the actual difference and the actual need of both files for the ASIC Physical Design.
