A Latch only latches the outputs with a copy of the inputs on a designated clock edge, a transparent latch will allow the outputs to follow the inputs while it is in the active state, latching (or holding) the outputs at the clock edge as it transitions to inactive, usually has enable and clear inputs as well.
latches are designed to be transparent.
by adding enable control signal to latch it can be made non-transparent which mean when enable is active output follows input.
latch does not have a clock signal.
By Clock edge I mean the enable signal transitioning to inactive, generating a 'clock' pulse. Most latches are not designed to be transparent, they latch on the instant of the designated enable edge transition and internally are flip flops with the enable going to clock.
