buffer is nothing but two inverters combination..then what makes the difference can u plz help me...it s urgent

(Voltage) buffer properties: Very high input resistance and very low output resistance and unity gain.

If you speak about opamp realizations: Inverters have only medium range input resistances (kOhm range). Thus two inverters in series have bad buffer properties and 2 opamps are necessary (waste of money).
 
I think you use buffer (two inverters in series) can help improve the slew rate: it means rise/fall time is very small. It is very usefull if you place buffer at the output of comparator.

In simple terms, Inverter takes an input signal and inverts it ( e.g 0 in 1 out, or 1 in 0 out).

Buffer on the other hand, does not invert the signal, it simply makes the signal a little stronger.

What you said is correct. The difference is in the functionality. Inverter gives inversion of input in outptut while buffer output is same as input.
