develop Flash memory by microcontroller programing

I don't know how to develop Flash memory by microcontroller programing..? Is there any web site or URL for programing structure..? Is it readily available program present..?
Only I know is that develop Flash memory by designing Floting gate in Mento graphics, tanner, cadence, etc.. My project is based on develop Flash memory. So i really help if you give guidance.

What type of flash memory you want to use and what microcontroller do you using?
STM32 via FSMC able to work with NAND and NOR flashes. Also, you can use SPI serial flashes.
