I should design scramblar and unscrambler blocks for my project
I have scrambler's block diagram and verilog code but I don't know what should I do about unscrambler block?Is its block diargram and verilog code the same as scrambler's?

It really depends on the scrambler. Sometimes the descrambler will be identical, sometimes it will not. If you have already designed the scrambler, then I don't really know how you can't know the structure of the corresponding descrambler.

What sort of scrambler are you using?
 

1st decide what attributes or specs you need, then choose a design to match.

Details for performance, simplicity, cost, reliability, security, data packet size, overhead, etc.

You have not done this yet.
