design a transmitter/ receiver. help me

I want design a transmitter and receiver for long distance range in S band (2 to 4GHz except ism band 2.4 Ghz) with rate of 1-2 Mbps . how design do you propose?
1)software definition radio?
2) IC based implementation?
how is the complexity of either?
is it better I use FPGA or DSP or CPLD?
how component do you propose? please hint me in select component from analog device, texas, intersil, minicircut ,.....
tanks a lot.
