Delay values specified for cells in the library

I have a very basic question related to STA. If I take a library pertaining to an operating condition(fast or slow or typical) will I get two sets of delay values (max and min) for each cell in the library? This question arose when I was reading the definition for single operating condition analysis in solvnet. It says that we use the same operating condition(library) for setup and hold check, but for setup check we take max values for launch clock and data path and min values for capture clock and the other way round for hodl check. So how is this possible for the same library without having two sets(max and min) of values for each cell for each operating condition?

Aftrer doing the simulation on SS,FF,TT process the extreme values are loaded to library.

Set-up time depends on the operation frequency, where as Hold time does not depend.
